Have you ever justified war?
For those of us who are horrified by the war, it’s easy to say at once that war is never justified and totally disagree with the issue. But a little reflection will lead us to conclude that there are at least a few cases where a country is justified in going to war. In other words, war can be only under certain circumstances.
Firstly, we see that countries often are forced to go to war to defend them. A defensive war certainly seems justified. Very often in history we see examples of countries that are threatened or attacked even more aggressive neighbors. In these cases is certainly justified to go to war. In 1991, Kuwait was attacked by Iraq. This was clearly an act of aggression and it is impossible to believe that the Iraqis had no justifiable reason. The Kuwaitis were forced to defend themselves because of the total-unaware of their armed forces had to rely on help from other countries. However, a more recent example is that the U.S. attacked Iraq, the only bases that the U.S. ‘presumed’ that Iraq had weapons of mass destruction. After completely ruin the country and his regime, on the other hand pull the Iraqi ruler Saddam Hussein behind bars was an unjustifiable war. To this day, weapons of mass destruction, the reason for war, have not yet been found.
While it is easy to agree that self-defense is a justification for war, it is difficult to define at which stage a country should begin to defend itself. One example is the new Iraq-Kuwait war. Kuwait did little to defend themselves, even when war seemed imminent. Is it justified to attack first if he was sure he was going to be attacked? In this case, since Iraq had not attacked first, if it attacked Kuwait that have not been the aggressor? Despite Kuwait would have struggled for survival, his attack was justified? Here is difficult to decide. We are forced to conclude that a country is justified in defending itself when an attack is imminent, but the attack has not taken place.
The history recorded elsewhere justifications for going to war. In the Indo-Pak subcontinent history, India went to war to save the genocide of Bangladesh from Pakistan when attacked and systematically annihilate the population. In this case, the world supported the actions of India. Clearly, this is nothing more than a war. From this we may conclude that a country is justified in attacking another to those from a third country from being massacred. But when we talk about defending his country against an imminent attack in another, then a fairly recent example, when U.S. bombed Afghanistan after 9 / 11 attacks, a war that is justifiable? Bombed a barren land in search of a terrorist (Osama bin Laden) and the eradication of its tyrannical regime that is no matter of his people? To be justified?
Yet another reason to consider it in the case of a famine or other natural disasters. Suppose a situation where a country is facing severe famine and drought while a neighbouring country has plenty. In that case the country is faced with the disaster would be justified to attack and seize for themselves some of the abundance of its neighbour. It would not make any sense for a population to die out when it can save itself. In this case what it is not justified if the country is attacking a country that has barely enough for its own population.
We therefore see that although most of us abhor war, there are situations when war is justified and unjustified, solely depending on the circumstances.
Information technology
Information technology is a mixture of telecommunications and computers, which relates to the storage, processing, maintenance, dispatch and receipt of information that is something that people need for their development and welfare. It is information technology that has brought awareness of the value of information common to every man. Information is one of three basic elements beside the energy and matter that make up the artificial environment and, therefore, determine the importance of information for human life. Information is a key factor in ensuring the realization of socio-economic progress of society. The key issues are not simply the effects of automation of manual work due to the rapid evolution of information technology. But the key issues are new technologies that are responsible for bringing the continuous change in society to ensure the availability of information needed to enhance the profitability and productivity of industries and other sectors of the economy. Many economists agree that information technology has become the main prerequisite for social progress and economic development in almost every country in the world. Without efficient technology reliable and accurate information can not be guaranteed without the right to information and social progress and economic development becomes much more difficult.
Today, information has become the most important in developing economic status of a developing country and plays an important role in economic success. In a fast developing country like China and India, the availability of the newest and latest information on agriculture, science and technology and other fields must be assured in the fastest and simplest form. India is basically an agricultural country to agriculture in India methodology should incorporate latest and best industry practices worldwide. The new agricultural techniques must be purchased from abroad and must be implemented in India to achieve the objectives. Therefore, for the purchase and hiring of the latest technology the basic element is needed is information. Not only in agriculture but in almost all fields of important information, since each development process depends on the availability of the right kind of information to the right place and right time.
